PROPOSED AMENDMENTS to the
ASIAN CRIMINOLOGICAL SOCIETY
Constitution and By-Laws
In order to encourage activities of its members in their localities, the Asian Criminological Society (ACS) may authorize its members to establish a branch/ Chapter in a specific geographical area in a Country or State. These proposed amendments provide relevant rules, to wit;
Article 1. Petition
Any non-student life member may file a petition to establish a Branch/Chapter association to the President of the Executive Board with support of ten or more non-student life members. The petition must include the following items.
(1) Name, affiliation, title, address, and email address of the petitioner.
(2) Country or geographical area to be covered by the proposed branch.
(3) Names, affiliations, titles, addresses, and email addresses of the supporting non-student life members.
(4) Name of the proposed branch association.
(5) Activities intended for the proposed branch.
Article 2. Public Comment
Upon receiving the petition provided in Article 1, the President shall announce its submission to the membership within a month and invite members to submit their comments for three months. In case the President received any objection from any non-student life member of the relevant country or geographical area, the President shall refer it to the petitioner and ask the petitioner to discuss the matter with the objecting member and submit a revised petition within three months, except when the petitioner decided to withdraw the petition . In case the President received no objection, the President may immediately proceed to the stage provided in Article 3.
Article 3. Examination by the Executive Board
The President shall promptly present the original or revised petition to a meeting of the Executive Board, which may be conducted online. The Executive Board may approve, revise, or reject the petition.
Article 4. Examination by the Supervisory Board
The President shall present the petition approved or revised by the Executive Board to the Chairman of the Supervisory Board. The Chairman of the Supervisory Board shall promptly present the petition to a meeting of the Supervisory Board, which may be conducted online. The Supervisory Board may approve, revise, or reject the petition.
Article 5. Examination by the General Assembly
Upon receiving the approved or revised petition from the Chairman of the Supervisory Board, the President shall present the petition to the Chairman of the General Assembly. The Chairman of the General Assembly shall promptly present the petition to a meeting of the General Assembly, which may be conducted online. The General Assembly may approve, revise, or reject the petition.
Article 6. Establishment of Branch Association
Upon receiving the approved or revised petition from the Chairman of the General Assembly, the President shall promptly announce the establishment of the given branch to the membership.
Article 7. Representative of Branch Association
The established branch association shall elect or appoint a representative. In case the representative is not an elected member of the Executive Board, the representative shall become its non-voting member.
Article 8. Implementation of This Bylaw
This bylaw shall become effective on June 26, 2019.
Article 9. Amendment of this Bylaw
Any amendment of this bylaw shall be proposed by the Executive Board and the Supervisory Board and the General Assembly may approve, revise, or reject the proposal.
